This proposal asks federal regulators and telephone providers to improve protection against illegal scam calls while keeping legitimate callers reachable. It combines enforcement, accessible reporting, privacy safeguards, and a way to correct false blocking.

Blocking and enforcement programs already exist and cannot prevent every scam. Caller ID can be spoofed, and some automated calls are lawful. The proposal does not ask for a ban on lawful communications or indiscriminate disclosure of call records.
