• Read a short explanation of major changes from the previous year, with technical budget terms defined.
• See which bill version a summary describes and what changed as legislation advanced.

1. Establish a common summary format and designate a publishing office.
2. Release the summary alongside the public bill text, then update it when the package changes.
3. Include downloadable tables, bill-section links, and a visible revision date.
